Admin spawn is the same as spawn from a blueprint. If you spawn things one after the other then they line up as they can not overlap each other. To get around this people build turret racks that hold an x number of turrets or drones and spawn that.

It is not really a bug. The ship is to big for your servers cpu and that leads to this. I had it before on the 1st gen Light vs Dark server. My BattleCruiser could not dock to the Home Base. It also moved away while docked. After a server upgrade it could dock without problems.
Can the Asteroids on your server move? Making Asteroids unable to move might solve it to. That way you can keep the Asteroid respawn so systems keep the supply of ores. Asteroid movement is known to cause all sort of weird things none of them good.

I did the magic for you using an old version of StarMade.
Here is a new StarMade v0.199.357 Blueprint of Ixis Star Destroyer.
