As far as I understand your post that is already possible.
Hit N and press 'Set navigation filter' there you can toggle if you want to have turrets, docked entities, asteroid and so on on your HUD :)

Weapons:
-Missile-Cannon 1/1 ratio with 99% Ion Effect
-Beam-Cannon 1/1 ratio with 100% Explosive Effect
-Missile-Pulse 1/1 ratio with 100% Explosive Effect (for da big booms)
Turrets:
-3 heavy beam turrets with 90% Ion Effect (to keep down the shields)
-10...
You can split up the rotation time. link a speed controller to a rail(-rotator) and link activation modules to that controller. The amount of activated acti. modules defindes the speed.
E.g. you have 10 modules linked to the controller but only one actived it rotates by 1/10 of the normal speed
