Ive been getting weird turret issues since the new system was released such as what you mentioned as well as not seeing any shield sharing.

Since those kind of blocks dont add to armor hp and arnt very strong I am not too concerned about there use but we will have to test this for the next competition, thanks for the heads up!

If it is under 500 mass then technically yes (at least 2 ships have to be >500) but the judging is also on ship diversity so you wouldnt be able to score many points there unless you did some heavy modifications. Hope that helps!
