I've just redownloaded the game after 2 or so years of inactivity (yeah I know its been a while) and everyime I enter a new universe or spawn in eveything looks pitch black on its textures.
No matter what settings I try to change or how close I get to a light source like a star I just can't get any sort of illumiation on the blocks (I've tried placing plex lights and cubes on it to no avail)

what are your computers specifications? CPU, GPU,RAM and OS
get us the logstarmade.0.log from the logs folder please. (just drag and drop it into an answer here)

I've double checked over all my specs and I'm within the requirements, I've done a few fresh installs going so far as to fully remove and add the game back.

I noticed something similar on a spare parts AMD I slapped together last month. I doubt you could test it easily, but if you can: do you see logic connections, the spawn stick shop, and NPC Shopkeep just-fine?

This is a screenshot of logic connections, all blocks appear dark as if they have a black overlay on them, selected blocks have a very dark outline and the little black tab between the two blocks is the logic line.
I cannot see the shop or the trader when I spawned in either.

You are running of a Intel HD3000 embedded GPU ... which isnt within requirements.
i cant say for sure if you are using the latest drivers ... cant be sure without knowing the correct CPU version.
see if toggling Framebuffers to off changes anything (use F1+F3 ingamefor that or the options menu)
also try to disable simple lighting
